The attendants of the sitting discussed the ways of settling current problems in the said field and their legislative regulation.
I.Sharov, the Committee Chairman, stated that "six ministries and departments of Ukraine are in charge of migration as their functional duty. Each establishment deals with the part of migratory issues related to realization of its basic functions (law enforcement, diplomatic, etc.)".
The attendants of the meeting also underscored that at present our State lacks systematic legislative basis in the field of migration. Inter alia, there is no basic legislative act to represent principles of State policy in the said field.
The situations becomes more complicated, since the biggest part of Ukrainian citizens stay abroad as illegal migrants, which is the most discriminated and unprotected group of foreigners whose rights are most roughly violated.
The subject of the sitting was also a topic of a discussion at the meeting of the National Security and Defence Council. Its Resolution (the Decree of the President of Ukraine №657 of 20.06.2007) includes a commission concerning development of Ukrainian State migratory policy concept and creation of the Migratory Service of Ukraine.
